Washington State Legislature Unanimously Passes Alyssa's Law

The Washington State House of Representatives unanimously passed Alyssa’s Law, formally known as SB 5004, last Wednesday, making Washington the eighth state to enact this vital safety legislation. Alyssa’s Law Requirements in Washington
While Alyssa’s Law is implemented in several other states nationwide, the specific requirement for each state varies. Washington’s version of Alyssa’s Law mandates all public, charter and state-tribal education compact school districts collaborate with local law enforcement, 911 dispatchers (PSAPs) and school safety personnel to implement comprehensive emergency response systems. These systems must include one or more of the following technologies:
- Panic or alert buttons that connect administrators, staff and emergency responders
- Live video and audio feeds accessible to first responders
- Remote control door access to secure entrances
- Two-way interactive communication systems
Along with technological requirements, the bill includes clear accountability measures, requiring all school districts to submit an implementation progress report no later than October 1, 2025. By December 1, 2025, the office of the superintendent of public instruction will compile these individual reports into a statewide report for the legislature to review.
Funding Challenges for Implementation
Implementing Alyssa’s Law poses financial challenges for many small, rural, or underfunded school districts. In Washington, the legislature has allocated a modest $60,000 for administrative costs at the Office of Superintendent of Public Instruction (OSPI) between 2025 and 2027; however, there is currently no financial assistance available for the school districts themselves. This is something even the bill’s strongest supporters are concerned about.
